Michigan New Jobs Training Program (MNJTP)
If your company is planning to expand and add new jobs in the state of Michigan, MNJTP
can provide flexible funding to meet an variety of employee training and development
needs specifically designed for your business. As a local program, individual community
colleges work directly with employers and economic development in support of job creation.
There are no restrictions as to industry or employer size.
Funds can be used for direct training expenses such as:
- Basic adult education
- Job-related training
- Skill assessment
- Training equipment
- Materials and supplies
- Testing and evaluation of employees
Companies eligible for MNJTP must meet the following requirements:
- You will be hiring for new, full-time, permanent positions for a new or expanding
business located in Michigan.
- These new positions are not related to laid-off or replacement workers.
- These new positions have not existed at your business within the previous 12 months.
- These new positions pay at least 175% the minimum wage.
How MNJTP works
- New Jobs: If your company is relocating to Genesee County or is expanding operations within
the county, you may be eligible for the MNJTP, offered in partnership with the state
and focused on new job creation.
- Payroll tax deferral: A state-enacted law allows Mott Community College to obtain payroll taxes of qualified
new employees to cover a broad range of training expenses. In other words, under MNJTP
the cost of training new employees may be covered by dollars that would otherwise
have been paid toward state withholding taxes.
- Cost-effective training: Training has a demonstrated positive effect on new employees, customer retention,
sales and overall profitability.
- Funds usage: MNJTP funds from deferred payroll taxes may be applied toward OCC training programs,
specialized vendor-based training, college tuition, certification services, books,
equipment and more.
What to expect
- First meeting: The Corporate Service Director at Mott Community College will review
the program guidelines and next steps with you and answer any questions you may have.
- Letter of Intent (LOI): You’ll also be asked to sign this non-binding document, to
establish the date from which new employees may be counted in the program and lock
in your program start date. There’s no commitment to proceed.
- MCC Chief Financial Officer will review documents pertaining to financials to identify
any back taxes owed, collections or other potential issues.
- Application: When you’re ready, our MNJTP specialist will help you complete your application
and review the documentation needed for formal program approval and participation.
- Training programs: We will provide you with a catalog of training courses and services.
- Working together, we will help you customize a training program to fits your specific
business needs, while also meeting MNJTP guidelines.

Going Pro Talent Fund
The Going PRO Talent Fund (Talent Fund) makes awards to employers to assist in training,
developing and retaining current and newly-hired employees. Training funded by the
Talent Fund must be short-term and fill a demonstrated talent need experienced by
the employer. Training must lead to a credential for a skill that is transferable
and recognized by industry.
Companies eligible for the Going Pro Talent Fund must have employees who met the following
requirements:
- Permanent, full-time employee of the company when approved training begins
- Working primarily in Michigan and for whom the employer pays all taxes to the state
of Michigan, regardless of where the employee lives.
- 18 years or older
- U.S. citizen or legally authorized to work in the U.S.
Funds may be used for direct training expenses such as:
- Classroom or customized training
- New employee on-the-job training
- Training for USDOL Registered Apprentices
How the Going Pro Talent Fund works:
- Employer works with their local Mi Works Agency Business Service Representative to
assess talent skill gaps in their workforce.
- Employer works with Mott Community College to select a suitable training program to
address the talent gap.
- Employer submits Application to Mi Works Agency for funds to provide training.
- Employer contacts Renee David, Director of Corporate Services once funds have been
approved to set up a training contract.

Perkins Grant Funding
The Perkins Grant provides secondary and post-secondary schools with funding to support
career and technical education programs aligned to local labor market needs and student
interests. Perkins is critical to ensure that programs are prepared to meet the ever-changing
needs of learners and employers.
Funds may be used for direct training expenses such as:
- Career exploration and development
- Professional development
- Occupational and academic skills
- Program implementation and improvement
- Program evaluation
- Administration

Incumbent Worker Training
Incumbent Worker (WT) funds assist employers in upgrading employee skills in order
to retain or maintain employment, enhance wage-earning capacity, add to the viability
and productivity of the business or avert layoffs.
